According to the latest amendments to the Maltese Citizenship Act, Chapter 188, the Government of Malta has introduced a restructured Citizenship by Merit framework—officially replacing the now-defunct investment-based citizenship scheme. The new route prioritizes individuals who offer exceptional contributions to the country and is strictly merit-based, aligning with the recent CJEU ruling and Malta’s long-term development goals.
Anyone who can offer an exceptional service or contribution to our country may submit a proposal… The added value to Malta must be clear and aligned with the future we are working toward.

Indeed, the law
does not limit eligibility to specific nationalities or backgrounds but sets out broad categories of contribution. Individuals may apply if they have made—or are positioned to make—exceptional, lasting contributions in any of the following areas:
Scientific Research & Innovation
– Breakthroughs in medicine, technology, renewable energy, or environmental sciences
– Research partnerships with Maltese institutions
– Patents or inventions with international recognition and national relevance
Economic Development & Job Creation
– Founders of companies that generate sustainable employment in Malta
– Business leaders whose initiatives align with Malta Vision 2050
– Investors in strategic sectors such as biotech, digital infrastructure, or maritime tech (without transactional citizenship)
Arts, Culture & Education
– Renowned artists, writers, performers, or scholars contributing to Malta’s cultural landscape
– Academics who raise Malta’s international profile or contribute to its intellectual capital
Philanthropy & Humanitarian Contributions
– Individuals who have supported Maltese communities, civil society, or public welfare in extraordinary ways
– International philanthropists with a direct impact on Malta or its global outreach
Sporting Excellence
– Athletes or coaches with international recognition who have contributed to Malta’s sports development or visibility
Technology & Digital Innovation
– Founders or key personnel behind tech platforms, AI research, or digital infrastructure that benefit Malta’s economy and innovation goals.
